The Police Commission was established to:
- Investigate citizens’ complaints of excessive or unnecessary force and racially abusive treatment
- Handle appeals from Professional Standards investigations
- Review and evaluate the policies, practices and procedures contained in the Richmond Police Department Manual
- Develop programs and strategies to promote positive police-community relations
The Richmond City Council has designated the CIAO as the hearing officer for vehicle impound appeals and for false alarm appeals. The CIAO also serves as a hearing officer for Code Enforcement hearings.

The Police Commission meets on the first Wednesday of each month at 7:00 pm in Conference Room One, 330 25th Street.
