The City Manager’s Office, Economic Development team implements City Council strategic priorities; promotes arts, business and real estate, environmental and health initiatives by advancing programs to encourage sustainable neighborhoods and development for all those who live and work in the City of Richmond.

Essential Functions 

  • Develop, maintain, and implement the Health in All Policies Ordinance and Strategy Document, the Climate Action Plan (CAP), the Energy and Climate Change Element, and Community Health and Wellness Element of the Richmond General Plan 2030.
  • Promote systems and policy changes that support the development of healthy and sustainable neighborhoods.
  • Support and recruit business to Richmond and act as a resource for brokers and developers.
  • Promote a competitive, sustainable, and equitable economy for all.
  • Leverage socially beneficial development through wise public investment.
  • Manage the City’s cultural arts programs and assist the development of creative industries in Richmond. 
  • Encourage and promote initiatives designed to support  the community’s unique cultural identities and vitality.
  • Provide decent affordable housing for low and very low-income residents of Richmond through our federally funded housing programs.
  • Manage City-owned contaminated sites including properties in Marina Bay and adjacent to the Richmond Parkway.

Request for Qualifications - City of Richmond, Economic Development Action Plan

The City of Richmond (“City”) is requesting qualifications from qualified firms to provide professional services to assist the City in developing an Economic Development Action Plan, including:1) Short Term Local Business Recovery Action Plan (STLBRAP) for the next 12-18 months with actionable steps and quarterly targets; and 2) Business and Investment Attraction Strategy (BIAS) with a defined process and timeline to help boost the local economy and ensure its resilience in the face of the COVID-19 pandemic. The consultant may choose to respond to one or both elements of this RFQ. The City is seeking a consultant to prepare an STLBRAP and/or BIAS that is reader friendly, easy to understand, and includes an electronic version that provides hyperlinks to related and referenced documents as well as infographics. The COVID-19 pandemic requires approaching economic development in uncharted conditions, with new and innovative approaches to ensure the City of Richmond is supporting the retention and recruitment of businesses that will increase the City’s sales tax and property tax bases, and provide job opportunities for Richmond residents.
