The City of Richmond’s Water Resource Recovery Department administers the Sewer Lateral Grant Program. The program reimburses eligible homeowners in the Richmond Municipal Sewer District (RMSD No. 1) for the cost to replace their sewer lateral. The program was originally mandated by a settlement agreement with The Baykeeper that stated the City must fund $100,000 annually beginning in 2007 and for 10 years for a total up to $1,000,000. Due to the success of the Sewer Lateral Grant Program, the department continues to fund the program even though the Baykeeper requirement has expired. The program’s goal is to facilitate the reduction of infiltration and inflow into the sanitary sewer system during wet weather. RMSD No. 1 serves over 25,000 rate payers. The grant program has received over 1,000 applications and has awarded over $3,087,462 in grant funds.
